With the exception of those listed in Article 62 above, any person found in possession of rough diamonds and other rough Gems shall be punished with a penalty of six (6) months to two (2) years in prison and a fine equal to twice the value of the goods seized, but in no case may that fine be less than twenty million (20,000,000) GNF.
The aforementioned maximum penalties shall be doubled for any subsequent offence, without prejudice to local banishment of three (3) to five (5) years.
Upon conviction, the State will seize the diamonds or Gems found on the offender as well as the means of transport used for the products seized.
