Emission Monitoring Program

An Emission Monitoring Program is a structured, formally documented plan that defines the scope, methodology, frequency, equipment requirements, responsibilities, and reporting obligations associated with measuring and tracking pollutant and greenhouse gas emissions at a mining operation. Applicable to bauxite, gold, iron ore, and diamond mining operations, an emission monitoring program is developed in consultation with regulatory authorities and forms a key component of the mine's environmental management plan (EMP) or environmental management system (EMS). It specifies which emission sources are to be monitored, what pollutants are to be measured, the sampling and analytical methods to be employed, the acceptable measurement uncertainties, and the calibration and maintenance requirements for monitoring equipment.

A well-designed emission monitoring program is risk-based, prioritizing high-volume or high-impact emission sources while applying less intensive monitoring to minor or intermittent sources. In gold mining, the program would include schedules for cyanide monitoring, particulate emissions from processing plants, and vehicle exhaust monitoring. In bauxite operations, monitoring of calcination plant stacks, transport dust, and evaporation ponds forms the core. For iron ore mines, comprehensive monitoring of haul roads, crusher enclosures, and stacker-reclaimers is essential. The program includes provisions for data quality assurance and quality control (QA/QC), reporting formats, incident notification procedures, and regular program reviews to incorporate technological advances and respond to changes in operations or regulatory requirements.
