Land Use Planning

Land use planning in the context of mining refers to the systematic process of evaluating, allocating, and managing land resources — both within and adjacent to mining leases — to ensure that competing and complementary land uses are coordinated in a manner that optimizes economic, social, and environmental outcomes throughout and beyond the active mining period. For bauxite, gold, iron ore, and diamond mining operations, land use planning intersects with broader regional and national spatial planning frameworks and must consider the interactions between mining activities and existing land uses such as agriculture, conservation, indigenous territories, pastoral leases, forestry, and urban development. At the project level, land use planning involves the strategic design of the mine footprint to minimize unnecessary land disturbance, identifying opportunities for concurrent or progressive rehabilitation in areas vacated by mining, and defining post-mining land use objectives for different domains of the mine lease — such as agricultural land, biodiversity conservation areas, or community infrastructure. In regions where mining is a temporary land use overlying significant agricultural or pastoral values — such as bauxite mining in Western Australia and iron ore mining in the Brazilian Cerrado — land use planning must carefully sequence rehabilitation activities to restore productive land capability as quickly as possible. Government-level land use planning frameworks play an equally important role in determining where mining can occur, establishing buffers around sensitive environmental and community receptors, and ensuring that the cumulative impacts of multiple mining operations on landscape-scale land use are assessed and managed. Effective land use planning requires interdisciplinary collaboration between geologists, environmental scientists, engineers, social scientists, planners, and community stakeholders to develop solutions that are economically viable, environmentally sound, and socially equitable.
